State Rep. Bob Brinson has introduced a new bill in the North Carolina Senate which would revise the timing of Pink Hill’s municipal elections and change its governing structure, according to the North Carolina State Senate.
SB 818, filed April 22 in the 2025 regular session, carries the short title: ‘Even-Yr Elections/Voting/Pink Hill.’
Below is an overview based on the official bill text, which includes explanations to clarify the proposal.
The bill proposes changes to Pink Hill’s charter so that municipal elections for mayor and commissioners would take place alongside general elections every even-numbered year, with a nonpartisan plurality system governed by state municipal laws. The composition of the governing body would consist of a mayor and three commissioners, each serving four-year terms, and commissioner terms would be staggered. Under the measure, the scheduled 2027 municipal elections would be canceled, extending the terms for the current mayor and one commissioner expiring in 2027 by one year, as well as two commissioners expiring in 2029 by one year. This would move Pink Hill to the new even-year election cycle starting in 2028. The bill takes effect upon becoming law and would impact elections from that point forward.
Another bill, HB 1035, was filed in the North Carolina House by Rep. Chris Humphrey on April 21, 2026.
Brinson also submitted 12 additional bills during the 2025 regular session.
The legislative process in North Carolina involves multiple steps. A lawmaker files a bill, which is then assigned to a committee for consideration. The bill must pass three separate readings in each legislative chamber. If one chamber modifies a bill after the other has passed it, both must come to an agreement on the final language. Once the same version clearing both the House and Senate, the bill is sent to the governor, who has 10 days (or 30 if the legislature is not in session) to sign, veto or allow the measure to become law without signing it. Further detail about the process can be found here.
