CITY OF ELIZABETH: RFQ for Engineer's Alternative Analysis

City of Elizabeth issued the following announcement on May 23.

The City of Elizabeth City invites the submittal of responses to a Request for Qualifications (RFQ) from firms qualified in the State of North Carolina to develop an Engineering Alternatives Analysis (EAA) in accordance with the National Pollutant Discharge Elimination System (NPDES) from a recently conducted Preliminary Engineering Report (PER) of the City’s Wastewater Treatment Plant based on State Code 15A NCAC 02T .0118 and the Division of Water Resources (DWR) guidance to identify a minimum set of alternatives by classification as cited here:

Additionally, the City may contract with qualified firm to develop a Master Plan or advise addressing (I&I) infiltration & inflow in the collection system through collection system rehabilitation. Required feasibility considerations will be combined into the EAA summary report suitable for submission to NCDEQ in support of the NPDES Permit application. The development of the overall EAA may include close coordination with NCDEQ to verify that the EAA and other NPDES permit application documents are all acceptable. All work must be performed in accordance with applicable Federal, State, and local regulations, statutes, and ordinances. 

The successful firm shall perform all required tasks in accordance with the NC Department of Environmental Quality (NCDEQ) stipulations for projects financed in whole or part. This RFQ can be found on the City’s website www.elizabethcitync.gov under News & Announcements. 

Sealed responses to this RFQ will be received until 1:00 PM on June 16, 2022, and may be hand delivered to the Public Works Complex located at 410 Pritchard Street, Elizabeth City, NC 27909 or mailed to the same address via UPS or Fed Ex only. 

Responses need to be labeled “RFQ - Wastewater Treatment Plant Upgrade, EAA” on the front of the envelope and directed to the Public Utilities Director, Dwan A. Bell.

 All questions or requests for clarification should be directed to the Public Utilities Director, Dwan A. Bell via email at dbell@elizabethcitync.gov no later than 5:00 PM on June 01, 2022 and it is the responsibility of all Respondents to check the City’s website for addenda prior to submission.
